Park Watch Fine

Hi,
Very new to this and have read through the NEWBIES thread but just wondering if anybody can help me further.
I was issued a parking fine £60 that could rise to £100 by the company Park Watch in Broughton, North Wales, on the 11th of October 2018, reason :- Not Parked Wholly Within Bay
This was a windscreen PCN (Parking Charge Notice), I listened to some advice form colleagues at work and they said I should ignore it as the company "Park Watch" is not listened as a BPA Member.
Leaving the issue, I have today received an NTK meaning they have obtained my information from the DVLA, doing some research, I discovered that "Defence Systems Limited t/a Park Watch" are listed as BPA member.
So they are essentially claiming that two different companies can claim the same accreditation and enforce it that way, seeing as the parking fine has been issued by Park Watch and not Defence Systems Limited, Do I need to pay it?
Any help would be really appreciated.

It is not a fine.
Appeal the PCN using the template from post 1 of the NEWBIES. Just copy and paste and send from The Keeper.
That's it, stage 1 done.
Then read up on what to do next if/when it is rejected.
There is nothing wrong with a company using a trading name. Just about every major company in the high street uses a trading name.
The advice to ignore has not been given here since the law changed in 2012. Your colleagues are ignorant of this and you have failed to do your research properly by believing them.
The Keeper should have appealed the PCN around day 26, not ignored it.
Never mind, that cannot be changed so you just appeal and then appeal to PoPLA.
You should also complain to your MP about this unregulated scam.
