Pcn on private land for 6 minutes parking

Hi,
I have just been issued with a pcn for £100.00 (reduced to £60 if paid within 14 days of issue 9th November - although only received today)
The driver parked in the car park of a vets and sandwich shop on a Sunday whilst both stores were closed for a total of 6 minutes - verified on the charge notice.
Is it worth appealing and if so on what grounds? The penalty seems to far outweigh the crime!
Any assistance is greatly appreciated.

Edit your post to remove information about who parked. Only ever refer to The Driver and The Keeper, who are two different people.

Do this before you do anything else! Parking scammers read these fora.
Start by reading the sticky thread for NEWBIES, then send the initial appeal template from The Keeper that you will find there in post 1.

It is always worth appealing, the PPC has so many hurdles to jump. Grounds could be no contract with the landowner, paperwork not up to snuff, ditto signs, grace periods, etc. This is invariably a scam, a similar infraction in a Council car park could cost to much less.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week, hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers. It has even been suggested that some of these companies have links with organised crime.
Watch the video of the Second Reading and committee stage in the House of Commons recently. MPs have a very low opinion of this industry.
