If the windows are in clear need of repair did you not make you intial offer in that knowledge?
We walked away from a house with asbetos ceilings recently when the vendor refused to negotiate more than £2000 off the asking price. I would negotiate this, but try to remember the vendor may need to have a certain amount f money to make their own purchase.0
