Napier FCN Misuse of Loading Bay

Hi All,
I have read the newbies thread but have a question not answered on there. I have been issued a Fixed Charge Notice by Napier for a 'misuse of loading bay'. The terms and conditions allow loading / unloading for a period of 15 minutes. They claim I have been parking for 32 minutes. The only evidence given are a series of photos of the car being in a bay at a certain time in a one minute period but not in the 32 minute period. I.e. not exceeding the 15 minutes allowed. My first reply was to state that no admission who the driver was will be given and then I responded saying no proof of overstay was given. Do you think its the right approach and do they have a chance of winning this case in court? thanks!
