If the ground floor has been excavated and and a new suspended floor tied into the party wall, that could indeed act like a sounding board, especially if the rooms aren't now carpeted.

on the plans that we asked for to see what had been done, it shows the ground floor used to be wood, now its solid insulated concrete, also getting flanking noise from the new floors upstairs, it sounds like they are upstairs not nextdoor, the party wall now acts like a giant nxt distributed mode speaker
