I am still able to click on users and see feedback both received and left, I use it all the time to decide whether to accept an offer or not- any daft negs (and I check the seller they were left for as well) and offer is declined and buyer blocked.
Yes, I've done that once or twice myself when selling so still a useful feature from the seller's perspective but I was thinking more as a potential buyer. It used to be the case that you could do as you describe for any user, not just those who've bid or made an offer, so if I see an item sold by a seller with 5 negatives, I could see the full feedback history of each of the 5 users who've left said negatives. The facility disapeared the same time ebay began anonymising user IDs in feedback profiles.
EDIT - I do only have a private ebay account though, do business sellers have more options when viewing feedback?0 -

All my accounts seem to be able to do different things , it's very confusing and it makes advising people on here a minefield!
