"Reasonably clean and tidy" is not enough to deter mice, all crumbs and edible items must be tidied away or cleaned away. Mice can get in very tiny holes, usually beside pipes.0

Voice of experience: dead mice smell (nastily) for 2 days. After that it's ok.
Our cat brought once one in alive which then scurried behind a bookcase where it expired.
Had not seen any of it, so were unaware. The smell was indescribable for ages before we found out what had happened.
Utterly abominable - and then we had to deal with the decomposing body.....0 -

But in your case I'd go for poison. You've got a lot of mice living throughout the building I'd guess, so killing them 1 by 1 is never going to work......
Mice decompose relatively fast so any smell should pass. Now decomposing rat - that's not nice!0 -

Yes, you need either to find and destroy the nest, or use some kind of poison that gets taken back to the nest.
And presumably they are visiting neighbours too, so concerted action about ensuring that all foodstuffs are in mouseproof containers is essential0 -
As above, try removing the kick boards under the kitchen cabinets. You may be able to find and fill the holes this way. If the sink has flexi hoses removing it could be a relatively simple way to get behind the cabinets to allow access to holes.0
