Parking Charge Notice UKPSS Scala 1 car park on a lease car

i've had a Parking Charge Notice off UKPSS Leaminton and have read all the threads but remain confused.
the car is leased. UKPSS have obviously contacted the lease company via DVLA who have then passed them my personal details as keeper. UKPSS refer to me as the registered keeper although there is a very fine note right at the end stating that my details were obtained off the lease company.
UKPSS claim £100 discounted to £60 if paid within 14 days for the offence of "permit required"
there is no evidence of a ticket having been applied to the car, although one would definitely have been purchased by any driver and valid, there is no picture of the car parking ticket purchased and placed on display, evidence of how long the vehicle was there, or evidence of the location of the warning notices. the notice is issued some 5 weeks after the date of the claimed offence.
so, in view of the leasing company contact, am I being treated as the registered keeper?
they claim they are under International parking Community's code of practice - so are they out of date (14 days to notify keeper by post) - or do they get longer as they've gone via the leasing company ???
i am given the option of pay at discounted rate within 14 days or appeal within 21 days and thereafter to IAS if declined.

Everyone is politely asked to read up on this in the newbies FAQ thread near the top of the forum before starting a new thread
Go there now to get an understanding of the game you are now caught up in
You deal with this as the day to day keeper
You will see in the FAQ that when dealing with IPC companies once sending the initial appeal (expect a rejection) that you then ignore everything
Appeals to IAS are futile
Ignore everything except a lbcca or Court correspondence
If it comes to this then come back at that time for advice on how to defend this
They have 6 years to start legal proceedings against you0 -
yes i've read through the threads. the bit I'm unclear on the requirement for written notice to keeper within 14 days of the offence. they appear to have written to the leasing company who presumably is the recorded keeper. who have then passed on my details.
they now appear yo be writing to me as recorded keeper. so does that mean the parking company get another 14 days to write to me etc ? or do they still only get the 14 days from the date of the claimed offence?0 -
Obviously they get more time when they discover the RK is a lease company
