I know DWP can access details of UK bank accounts but can they access Repulic of Ireland or other overseas accounts if they suspect undeclared savings of someone claiming benefits?

HMRC and Ireland share data.
HMRC and DWP share data.
A discrepancy found by HMRC would be shared with the DWP.

They have various powers under Social Security Legislation and access to various police agencies, like interpol, various agreements with foreign governments etc to tackle fraud.
The also have a specialist Abroad Fraud Team that have extra powers and contacts all over the world in order to tackle Social Security fraud.
