selling my mums flat that she bought through right to buy off her local council.estate agent has given me a form to fill in it is says tenure of property is the property freehold or leasehold ,then under that is says leasehold properties & asks who owns the freehold ,expiry date of lease ,service charge ,do I fill in both parts .& what is tenure of property thanks

Typically you will find a house is either leasehold or freehold.
It should tell you what it is on your deeds.
Leasehold normally comes with ground rent payments.0 -

If you are in Scotland, the tenure is likely to be "owned outright" or similar, rather than freehold or leasehold.0

Have you checked at the Land Registry?
There is a charge on the property in respect of the equity release?

Freehold means that you own the entire building plus the land it sits on. That's not easy with a flat...
So, yes, it'll be leasehold.
Ex-council, so the council almost certainly still own the building itself plus ground - so put them down as the freeholder.
Service charge - you have PoA so you have access to her paperwork. She should have been receiving regular (probably quarterly) bills from them for the service charge.0
