Does RinGo use identify the driver?

Hi,
I've read the the newbie posts and searched quite extensively, so hopefully I'm not wasting anyone's time.:A
The driver had a APCOA Parking Charge Notice for "05 - Parking within a restricted area". (the driver parked on a kerb (not a lined out parking spot) because the station car park was full.
Another person paid on RingGo, which will link that persons email and name to the payment (if APCOA have access to the Ringo data).
I was going to use the "One size fits all" template, but not sure if I can if APCOA can identify the person who paid (even though that person wasn't the driver).
Also - Just a question because I'm a bit dim. If a person is not the driver, why would the keeper respond as advised "appeal online or by email at around day 26 after a windscreen PCN" if you're saying you weren't the one to receive the ticket? Surely the keeper wouldn't know the ticket exists?
Any advice would be gratefully received.

Any occupant of the car can pay for the parking.
You seem to be suggesting that there is no possibility that the driver and keeper might talk to each other.Also - Just a question because I'm a bit dim. (You need to edit your op to remove details of who was driving! The PPCs monitor here and can use posts in your thread against you)0 -
APCOA are so easy to beat at POPLA we will eat our keyboards if you lose, if you follow our advice at each stage, as keeper.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
