Warrant Control Notice for Ticket, but Ticket not received?

Hi Everyone,
I have received a letter today, that is causing me a lot of stress, and I need your help.
I letter from Warrant Control came into my house today, saying that in February I have received penalty for being in a bus lane. It states that the debt has now been passed from the Manchester City Council onto JBW Judicial Services Group and I owe them £408.00. This is highly distressing as WE HAVE NEVER RECEIVED A PENALTY NOTICE in the first place. If we did, we would have paid it in full immediately before the fine was increased.
Now completely out of the blue, this letter comes in where it says that an Enforcement officer may attend the premises to remove the goods and the fine will be increased even more.
Has anyone had similar situation and could advise what to do?
Thank you.

We do not deal with Bailiffs/High Court Enfocement cases - we are a simple private parking forum.
Try bailiffsonline or similar website. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
