The Energy Ombudsman is possibly the slowest way of getting results. With my difficulties with Economy Energy, I used multiple paths to resolve my issues. I found OFGEM (who theoretically do not deal with consumers) helpful but got my problems resolved quickly through the intervention of the Citizens' Advice Extra Help Unit.

There must surely be a system where a "red light" is displayed where a particular supplier is not following the correct business process.

If only. Ofgem has long held the view that it is not interested in carrying out any business due diligence. Indeed, it has only recently been forced to look at fitness checks for new supply Licence applicants. Iresa is a classic case where the lights where on amber/red in January 2017. It was 14 months later when Ofgem launched a formal investigation and banned them from taking on new customers. Investigations can take anything up to 2 years to complete. These are hardly the actions of a dynamic Regulator.
