So it's common for people to tell the DVSA and if DVSA won't make the changes without all this evidence then they can try and use that as a defence if caught. i.e "i told the DVSA but they didn't believe me"
Yup, I fitted a 998cc engine to my Imp to replace the 875cc original engine. Told Swansea and they wrote back saying effectively "we don't believe you" and insisting I prove it, because apparently my word isn't good enough for them.

Back when there were regional offices I did the same thing on my previous Imp by going in at the same time as I converted it to the free tax class and the bloke just did it there and then, and got me a new V5 sent out.

I note they've also taken the "permanently scrapped" box off of the V5 now, so when I have a classic car reach end of life due to terminal rust and strip everything from it to use on the next one, then cut up the shell, which I then take to Sims to weigh in, they've removed the way for me to tell them. Superb.

Yeah, so no where near all vehicles.

No-one said "all vehicles". But what you said was "new vehicles".

The true situation is "any vehicle registered from March 2001", which is the great majority of vehicles on the road.
