*URGENT HELP* Appealing Penalty for failing to tax a vehicle which is SCRAPPED

Hello,
I am hoping to get some advice on appealing a fine from the DVLA for not taxing a vehicle.
The vehicle in question was involved in a road traffic accident on June 8th 2018.
I was sent a letter by the Insurance company on 21st June 2018 stating that the car was deemed a total loss and that I would be paid the market value of the car.
They then told me I must fill in Section 9 of the V5 document and send it to DVLA, which I did.
When I hadn't heard back from the DVLA about whether the car had been taken out of my name, I sent a letter of enquiry.
I still hadn't heard anything by which point I got a 'Last Chance' letter for tax.
On the bottom of the letter there was a tear off form which I could fill out if I didn't have the vehicle anymore and the relevant section on the V5. They asked to send it to them as they couldn't take the information over the phone.
I have now received a letter for 'Penalty for failure to tax vehicle' of £80.
I do not believe I should pay this as I have followed the correct procedures.
I have seen people complaining of similar issues in regards to the DVLA not receiving SORN notifications etc, so obviously they have a problem with their mailing system.
I am a law abiding citizen and have evidence as I transferred my old car insurance to my new vehicle and bought tax for it. I've also never received a speeding fine in all my years driving and have a clean licence.
Any help would be greatly appreciated. Thank you.

This is, as you know, having posted on here, a parking tickets forum. Maybe you could try Pepipoo but not sure if it is the sort of thing they deal with.0

Sorry, it is Parking Tickets, Fines & Parking. I thought the thread was most suited to this category. Any other help is much needed, I will also look at Pepipoo0

The difference is that pepipoo has a specific 'penalties' section that I think can handle this query:

We only do parking issues, and rarely even look at Local Authority fines, let alone DVLA ones. Pepipoo do, and you will need to register to post there (no HOTMAIL EMAIL!).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
