PCN Issue - no comms from council involved

Hi all,
Back in September, I received a charge certificate relating to a postal PCN which was apparently issued but I never received (no idea why).
The alleged contravention was at the start of July 2018 and because they had not received any representations, the charge certificate was issued at the end of August 2018 and stated they wanted me to pay £195 (instead of the original £130 - again, never received first notification).
I wrote to said council on 3rd September 2018 to put in a formal representation against the charge certificate, and followed this with a phone call 2 weeks later to see why no communication had been sent to me. The representation was basically saying that as I had never received the PCN, I should not have to pay £195 and because the PCN was not received in a timely manner, I should not be paying for their mistake. I still believe this and as I have received no written reply to my representations from 45 working days ago, I'm getting fed up with this hanging over my head. In all honesty, the only reason I know they have received the representation is because of the phone call I had with them, otherwise I would have had no idea that they had placed me on hold.
I am wondering if there is any way I can get this resolved as the council does not want to discuss anything over the phone, but my PCN has been "on hold" now for such a long time that I'm wondering what will ever come of it. It's causing me undue stress that it distracts me from work, home life etc.
Has anyone else had an issue like this, and if so, what would be your advice?
I know I should let the process ride itself out but I feel like I'm never going to hear back from this council and it's stressing me out. I've never had a PCN in the 7 years I've been driving and I don't want this to turn into something I can't pay, or I am chased for by a debt company (again, never been in a position where I have been chased by debt companies and I don't want to be in that position).
