In theory it can happen at any time.

In practice it’s 9-5; and usually later in the day.

We gave the go ahead at 12.00 and exchanged at 16.30 - a solicitor up the chain decided to go for a long, long lunch break....

With very rare exceptions exchange typically takes place during normal office hours.
