Peugeot Partner van over-revving in idle, two garages stumped

OH has a Peugeot Partner van, around 8 years old. Recently it has taken to over-revving when in idle, its very noticeable. He took it into his usual garage and they checked it over and could find nothing wrong, so he took it into my garage and they did the same thing and even took it out on a test drive. They said they could hear it but could find no cause for it in the engine. It is a diesel, manual gear box.

Is it hanging onto 1100 rpm?
If so, I would suggest taking it to a diesel specialist, it sounds like it has an air intake control issue, perhaps the throttle position sensor (TPS) has failed, it's quite common on the Peugeot/Citroen HDi motors.0 -
