mushrooms growing on external brick wall

Hi, I have a severe damp and mould problem in rented flat and it has taken ages (4months after first contacting the landlord) before a builder came round. He has left a dehumidifier and plans to return next week.
I won't go into the details of all the internal problems but noticed the outside (external brick wall) in one corner is very wet indeed and has a lot of moss growing. I also saw mushroom like fungal growths. They were orangey/creamy and grow out from the wall in a bowl shape. Some seem to have white bits in the bottom of the 'bowl'. I am trying to keep myself informed as to what the problems might be (not totally confident in builder) and wondered if anybody knows what this is and what it might indicate?
Thanks

Do you think it could be dry rot? The fungus don't quite look like pictures I've seen on the net.0
