    I do feel for this lady but surely taking on such a responsibility (full maintenance) comes with the question how much will that cost?

    How many months has she actually been rent free?

    What has she been paying for in the meantime?

    Would she consider sheltered accommodation? If so being deemed "intentionally homesless" won't be of concern as the rules are different for older persons accommodation.

    This sounds like her best option. Then the aggressive and rude owner can sell the property and pay off the bills.

    From what Pastures says - I wonder if the owner of the flat may actually be in a very awkward situation themselves.

    That being - that the tenant is the one due to pay towards the roof cost. Now if tenant doesnt pay this bill (which it does very likely is actually down to her) - then the flat-owner/her landlord may find themselves in the position of having THEIR flat whipped off them and sold because of someone else's actions (not their own - as they aren't responsible for paying this bill by the look of it).
    In that situation, the Trustee would
    * pay the bill to stop repossession and
    * evict the occupant for failing to comply with the terms of the will and hence losing entitlement to ongoing occupation

    Oh - and just to nit-pick, we should stop referring to 'tenant' or 'landlord'.

    The 'landlord' is a Trustee under the will.
    The 'tenant' is (I think) a licencee - ie granted a licence to occupy.
