Hi All,
Sorry i have never posted anything before but im really looking for advise at the moment.
So today i randomly got through a letter from a bailiff company asking for £423 for an unpaid parking charge with their client being my old borough council. I called Newlyn straight away to find out what is going on and they advised this was for an unpaid PCN dating back to May 2016! They advised me to speak to the council and said they would hold proceedings for 7 days.
So i called the council and got all of the information, they told me that i was given a PCN on my car on the 23rd May 2016 which wasn't received and NTO on the 27th june 2016 (which i dont think it was as i cant remember, it was over 2 years ago) & an order for recovery on the 30th may 2018 sent to my old address as i moved out of the property in February 2018. This has now been passed over to Newlyn and there is nothing more they can do, even though i received absolutely no correspondence from them regarding this and the pcn was apparently received back on the 23rd may 2016!
firstly is this legal? even if i did receive the PCN according to there records they didn't try contacting me between June 2016 and may 2018. also i have have read somewhere that they needed to have contacted me within 14 days of the pcn and the nto, is this correct?

Yes, this is legal. COUNCIL PCNs have a real statutory process to flow through.
Was there any reasno the address was wrong? No PCN on the vehicle?
You need to go to PEPIOO NOW, TODAY and put a post on the council tickets forum
You will need copies of ALL documetns and a SIMPLE timeline, using bullet points e.g.
Offence date:
NTO Date:
Moved out...
