CPM - Can Landowner cancel the self issued PCN

I am hoping you can help me here. I received a PCN (by post) from CPM UK CAR PARK MANAGEMENT for parking in a private space that belongs to a shop owner who lives opposite me. It was exceptional circumstances but I did park there. I know that it is a self issued PCN where the shop owner took a photo and submitted it.
What I want to know is would it be worth me speaking to the shop owner in the hope that they will cancel the ticket? Is it even possible for them to cancel the ticket once it has been issued? I assume it is if it is their land.
I'm hoping this can be resolved by just having a reasonable face to face chat rather than going down the whole road of trying to appeal it.
PS: It is a private road but the shop owner does own the small bit of land where I parked.

We call these people a Norris, after a nosy Coronation Street
actor
He will be on commission of about £10 per pop.
The answer could be in the signs he displays and as he is a self employed agent and does not belong to an ATA (Accredited Trade Association), he is passing data to another party for gain1 -
Thanks for your quick reply. They are actually a business owner and the parking space belongs to them, which is why I guess they put up the sign and use CPM to enforce the charges.
What I really want to know is if they are actually able to cancel the PCN once it has been issued? I'm hoping that if I speak to them reasonably and I explain why I parked there on that occasion that they will be reasonable and contact CPM to cancel the penalty.
The sign displayed is from CPM, there is nothing in the sign that says the ticket can be cancelled, so i'm just wondering from anyones knowledge or previous experience when its a self issued ticket can the land owner then have it cancelled. Surely CPM would need the landowner on side if they wanted to proceed through the courts?0 -

Yes. Any subsequent issue will be between UKCPM and the shop owner. UKCPM will harass them for their breach of contract by cancelling. This is a system account and does not represent a real person. To contact the Forum Team email forumteam@moneysavingexpert.com0 -
So the answer is YES they can cancel it but CPM will try and cause a problem with them for cancelling it?
I'm just trying to gauge the situation before i do anything. Obviously if it is easy for them to cancel it and they won't have any problems they are much more likely to do it If they start getting grief from CPM then they will probably just go ahead and let them proceed, right?0 -
The ppc are employed by the landowner. If you told an employee to do something that their contract says they must do then does it cause trouble?0
-
But this is third party whereby the "norris" works on commission and not employed by the PPC.
Doesn't matter. They still have to have a contract to operate and it's what the contract says that matters. If it says a ticket can be cancelled (IIRC their standard contract does say it) then it can be.0 -
So just to clarify, the CPM contract that is given to businesses for self issuing tickets, does say that tickets can be cancelled after being issued if thats what the landowner wants?
Therefor if the shop owner whose land I parked on and self issued the ticket agrees to cancel the ticket for me on this occasion, they should have no problems getting CPM to cancel it?0 -
That is the standard contract, yes.0

Ok great, in that case I think I will try and reason with the shop owner before going down the appeals road. It might end up being a lot quicker and easier
Thank you.0
