Local council PCN received after 14 days

Hi all.
Today I received a PCN from a local council, for allegedly stopping on a restricted bus stop. The date of the alleged offence was 05/10/18. The date of notice was 26/10/18.
I gather that with NIPs, notice must be served within 14 days of the offence. Is there a similar law for PCNs, as this notice has been served 3 weeks after the alleged offence?
