portiere rod not rising up as door opens

hi folks, got one of these rising portiere rods for front door, (got a compersite front door that has wrapped and just can't stop the drafts )
fitted the fixed end to the door frame, and the moving end on the door (as the fitting instructioning) when I open the door there is hardly any rising movement from the rod, am I missing something ? I've tried the bolt on the rising arm & rod be tight and finger tight but still very little lift

yes got enough clearance, just can't workout how it should rise
with door closed the rising arm is at an angle with the top pointing towards the hinge side of the door
when I open the door it does lift up slightly, but not very much,
the lift angle should run from 50 dgress to 90 dgrees, but my one only goes 50 to 60 dgrees0 -
When you fixed the swivel plate to the door did you make sure the slot was at the top and horizontal?0

yes slot at the top and horizontal,
arm is bolted to the rod,
just can't workout what I've done wrong0 -
Have you tried ringing the manufacturer, I bet you'll not be the first to have problems0

looks like its me that's wrong again
just measured the top of the door to rod when closed 63mm, when open 82mm, so it is rising,
I was looking for a change in the angle of the rising arm which to me would show that it had lifted the rod, but I can't see any/if much change in the arm angle0 -
