One big issue will be the definition of "receiving (whether by means of wireless telegraphy or otherwise) any television programme service".
Suppose you access (but not download) a TV programme not recorded by you and stored on a remote server. Does this constitute "receiving" it?
It's the next paragraph which is relevant here:
"2) In this regulation, any reference to receiving a television programme service includes a reference to receiving by any means any programme included in that service, where that programme is received at the same time (or virtually the same time) as it is received by members of the public by virtue of its being broadcast or distributed as part of that service."
So accessing (which involves downloading, even if it isn't saved) a programme from a remote archive does not require a license but watching a programme via the BBC's multicast stream does.0 -
its pratically state television with the occasional decent item. even though the beeb had its knuckles wrapped over churning out crud in the form of reality shows and home improvement gash we're still bombarded with "strictly come dancing" and "can't cook can't be bloody bothered". I grew up being educated by the BBC but over the past 10yrs have seen it turn into nothing more than a series of repeptitive programs designed to dumb down the nation.

We get better TV all round because of the licence fee. ITV and C4 would be like living TV or $ky1 if there was no competition from the BBC

you don't need a license if you're only using your telly to watch DVDs and/or play games, & TVLA shouldn't be telling you that you do need one in those circumstancesI havent paid for one in years, I get letters saying they are taking me to court, I reply I dont use my tv to watch broadcast shows, its for DVD use only. They reply you still need to buy one, and they will send out a officer
They are also harrassing a friend of mine who doesnt watch tv, he only uses it for dvd use and he is been called every few days, he simply hangs up on them
I did this for years & they told me it was fine as long as my telly was de-tuned & not connected to an aerial (see my post #33) but said they'd send someone to check, they never did in the end

Why should I , a Conservative, pay for a Leftist propaganda network.
I don't want tax money to pay for the Daily Telegraph.
I don't want other people to pay for the Daily Mail.
If Guardianistas want to rant and rave about the evils of America, the wonders of the EU, how all the world's problems are because of those pesky Jooz in Israel and Washington and how we'd all be better in a Socialist state.. good luck to them.. I don't want to pay for it.
I'm quite happy to live in a country where Left and Right argue their points, I do not want to give money to a soviet-era network that promotes views I dislike.
I have the utomost respect for all people of all political persuasions, but don't ask me to pay for them.
Unless Lefties start paying for me to watch Fox News and make my daily copy of the Telegraph 10p, I'll be reluctant to pay for their propaganda.0 -

The Soviet Union was run by the people's Politburo, completely independant and trusted by tyrants, dictators, Islamists and terrorists around the world.
I believe North Korea also enjoys this particularly effective form of governance.
