Advanced warning of PCN

Hello People.
I have given the newbie section a quick read but wanted to double check a few things.
The story so far.
The car was in a private car park next to the train station, usually there is a man there that takes £5 from you to park there the whole day. This particular time there was no one around. Said driver saw a sticker on the car that said advanced warning of a PCN and the company was CM Services LTD. it said on the note that they will issue a PCN via post to the keeper of the car. This was roughly a month ago.
Fast forward to This week. I never received that PCN in the post but instead received a letter from ZZPS saying I haven’t paid and now they are adding a late fee of £60 on top of the £100 PCN.
My first instinct is to write to CM services to say I never received this PCN but from other posts I’m guessing I shouldn’t get In touch and should use one of th designated templates to disputes this?

Comprehensive Management Services Ltd are in the IPC so no POPLA.
However what you have described has missed out a Notice to Keeper altogether, so you may as well dispute this with ZZPS and ask for a copy of the PCN or NTK they contend exists and if they cannot produce it you will be complaining to the DVLA, ICO and the IPC.
DO NOT imply who was driving, no talk about seeing a note on the car unless you talk about the driver in the third person ONLY.
Now please urgently, now, edit your post as it says who was driving which could kill your case if the PPC see this and use it in evidence. DELETE such words right now.
I think unusually, with no PCN and no NTK, this might be worth a punt at IAS stage but only if nothing says who parked the darn car!

dont say anything about what happened on the day and dont mention anything about windscreen notices , dont say there was, dont say there wasnt, dont even talk about what did or didnt happen on the day
you are an AGGRIEVED KEEPER who knows nothing about this alleged debt and is wanting to see a copy of any missing postal notification (the NTK)
if necessary, send them an SAR using the GDPR (or send CMS and ZZPS a SAR each, as an aggrieved kept in the dark keeper)
