Not sure if I was meant to start a new thread or not but could do with some advice.
Today I have received a letter from DRP - Notice of intended court action - refer to a previous letter they sent me dated 10/10/18 which I never received and state I have 14 day to pay £149.99 for failing to pay for parking on 01/07/2018, covered by parking eye.
This is the first I have heard of this!! I am the registers keeper however due to moving house, getting married and having a baby with in a 12 month period I admit the vehicle is still registered in my maiden name to my old address 🤦🏻!♀️. I can only assume that if a PCN was issued it was sent to an old address as this is where DVLA would point them. I can only assume this issued was passed on to DRP following no response from the keeper and they have used credit checks to trace me at my new address.
I have tried to make an appeal on the parking eye website, but without a reference number from a PCN I do not have the option to do this. I have called parking eye and can not get passed the automated answering machine without a valid reference. The reference PCN number provide by DRP is invalid!!
I believe I have a good defence
Both the driver and I have access to two vehicles which we use depending on which one of us cares for our child on that day and require the 5 door car. The driver uses the pay by phone app and has a transaction history for using both cars and parking at the location in question on numerous occasions, fortunately on the 01/07/18 the driver did pay to park as required by parking eye ..... however selected the wrong VRN on the app and paid to park the other vehicle that was sat at my home address on the drive way. 🤦🏻!♀️ if they were to check their system the vrn that HAD been paid to park would not have entered or left the car park that day. This is a simple error which has not been highlight to the driver/keeper until now
As parking has been paid for parking eye have suffered no loss and certainly not to the tune one £149.99 when the original fee was £2.79
My issues are
1) how can I appeal if parking eye are uncontactable to listen or supply reference numbers to appeal /popla number.
2) Should this go to court how can I build my defence without the full evidence of their allegation
3) where do I stand with a potential PCN being sent to an incorrect address, does it have to be proved I received it for it to be used against me in court as I have proof of when the house was sold!
4) I have not contact DRP and do not intend to... all bark and no bite!
However should they make a recommendation that Parking eye take this to court how can I make sure they send any further correspondence to my new address as parking eye will not co-operate with me at this point. I would not want this to go to court without my knowledge and parking eye be awarded in my absence!
As I have not received a PCN do I treat the DRP letter as junk mail? I have no qualms about attending court, my fear is that ca court hearing may be scheduled without my knowledge if I don’t do something?

Too late for any appeal now. Are you sure ParkingEye are involved - does the DRP letter name PE in it - because PE and DRP are not normal bedfellows. Please check the paperwork carefully and confirm.
The DRP letter is no threat to you (but PE could be), so ignore DRP, but come back on whether this is really ParkingEye.
You do need to update your change of circumstances with the DVLA - two separate notifications, one for your driving licence, one for your V5C (logbook). The DVLA can issue some really nasty fines.
Your other questions are somewhat premature - let's sort those once we are clear that the DRP letter relates to PE (you may have other parking charges from a different PPC given your address complications).Please note, we are not a legal advice forum. Thank you, it is not parking eye it is CP PLUS I have just checked the appeals page and the only assistance it offers is contact details for the debt recovery agent as the time limit has been reached!
I will not be contacting the debt recovery agent as my grievance is with the parking company.
My main issue is that should it proceed to court I am notified.
Any advice under the circumstances?

Please go back and edit your title and thread to correct the name of the PPC, and also remove the "f" word. You have not received a fine.
Have you updated your V5 and driving licence with the DVLA yet? This could cost you £1000 for each if you haven't.
The DRP letter should have the PCN number on it as well as the name of the PPC, so you should write to the latter and tell them about your change of name and address, and to send all future correspondence to you at that address.I married my cousin. But to be sure you receive any further correspondence, you write to CPP telling them what your new address is and that all future documents must be served on that address. Require them to inform any agents acting on their behalf to do likewise.
Tell them that in a few weeks time you will be submitting a Subject Access Request to check that they have carried out your instructions.
Send your letter with a free Certificate of Posting from your Post Office counter as with this, the letter is deemed by law to have been delivered by the second working day after posting.
Do not use (or pay for!) 'Signed For' (previously known as 'Recorded' or 'Registered') or 'Special Delivery' as some PPCs refuse to accept such, then all you have is proof of non-delivery.Please note, we are not a legal advice forum. There is a general email address, when emailing them to I inform them of my mistake, explain I havnt received a PCN and the reasons why and my intention to refute the charge?
I don’t want to shoot myself in the foot!

As above, you can't do this on a phobile moan.
Use a grown up PC then click Edit to edit the post, and Go Advanced to edit the title.
As Umkomaas has already said, just stick to the important stuff. Tell the PPC reference PCN number 123456, VRN XX NN YY of your change of name and address, and instruct them to send everything to you at that address.
