Debt recovery letter - PCN advice

Hi everyone
A somewhat familiar query but I was not able to find an answer for my specific case.
Basically have received a letter through the post today (i.e. 28th October) from a Debt Recovery Services company "Debt Recovery Plus Limited". The whole letter is about an unpaid parking charge notice. This is the first letter ever I have received in connection to this alleged PCN. The dates stated on the letter are as follows:
Parking charge date (presumably offence date) - 21 July 2018
Date of this notice - 23 October 2018
The letter then basically says there is an unpaid PCN of £149.99 on behalf of their creditor (CP Plus Ltd - the parking charge issuing company) for breach for longer at a mall car park (i think it may be just by about an hour or something as I was speaking to a flatmate of mine who guessed the duration). I've actually never seen such a notice in the car park ever!
The whole letter basically talks of them having issued the details originally "to the address provided by the DVLA for the registered keeper of the vehicle at the date the parking charge was issued". It further goes on the say that "Due to there being no response following correspondence sent to this address, we have utilised a tracing service which has provided the above new address as your most current address". So basically by their own admission they have been sending letters to an incorrect address, which is correct as I have never received anything in connection to this PCN in the past.
Now I moved houses in March 2018 earlier this year and immediately updated the address on my drivers license and was in possession of my new drivers license within that time. So either the DVLA has issued them with the wrong address or they have been incompetent themselves and have been using out of date details.
I actually live a few minutes walk away from the car park so have never really used the car park to park for long periods of time given I have my own resident parking. Which leads me to believe it may have been one of my friends or flatmates who occasionally use the car. To expect me to recall / trace down who was driving the car over 3 months ago is nonsensical and ludicrous. I am sure I read something about a 14 day statutory window for them to issue me with the notice, so surely this has expired?
Also, I have not received any photographic evidence of any kind with the letter to prove an offence had indeed taken place to begin with. Only just threats to pay up.
So I am wondering if one of the esteem experts here could help guide me with the best course of action I should take in my current predicament. Would be much appreciated!

The address on your Driving Licence is immaterial.
Did you change your address on the vehicle's registration document at the same time?
They have six months to get keeper details from the DVLA.0 -
it can be up to £1000 "fine" by the DVLA for not changing the details on your V5C, get it out and check the address, change it asap if its not your current address
your driving licence change is completely irrelevant (but commendable)

Read the 4th post of the NEWBIES thread, and no updates when you get each letter please. Spare us. Ignore them.
And as advised above, you need to actually update your V5C address...not just the driving licence!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
