How long do ParkingEye have to send a rejection of appeal letter?

Am I right in thinking that ParkingEye have 14 days to reject and respond to my initial appeal if they are seeking to transfer liability to the keeper of the vehicle at POPLA? I've not said who was driving and they are now referring me to POPLA. I appealed on 1st October but have a rejection of appeal letter which arrived in my email some 23 days later. I also stated in my appeal that they must correspond by post which they have not done.

BPA say they should respond within 35 days.
The 14 days is for them to get the NTK to the keeper where ANPR has been used.

They have thirty-five days to either accept or reject an appeal.0
