Exterior Door opening onto Sewer Drain?

Is it good practice to build a doorway which would step out directly on top of a public sewer drain in the back garden, instead of lining the door with the path the builder has positioned it so you step out onto the sewer or without cover into the sewer.
I am arguing with them about this issue!

    Not good practice as it is a potentially slippery surface, I think building control may have something to say about it.
