Debt letter but no NTK

Hello,
So the registered keeper had a windscreen PCN from an IPC member.
56 days has passed (over 2 weeks ago).
No NTK sent to registered keeper (or anyone else for that matter) at all.
Debt recovery letter arrives today.
Also, the registered keeper has not made any contact at all, not even an appeal.
Should the registered keeper ignore the debt letter too? Seeing as the parking company has failed to comply with PoFA 2012?

Ignore everything now until you receive either a Letter of Claim or official court correspondence.

I guess they should expect to receive a Letter of Claim or official court correspondence next?0 -

Registered keeper has received a another debt collection letter, this time it's from a company called Zenith Collections.
Any advice for the registered keeper at this point please?0 -

You really must ignore the debt collector idiots like Zenith, pointless retards.
If they are now misleading you, they could be unlawful.
Read this and if you think they are misleading you and making wild threats, report them to Trading Standards

Part 1: Liability for misleading and aggressive
practices
The 2008 Regulations make misleading actions unlawful
(see regulation 5). An action by a trader is misleading if it
contains false information or if it is likely to mislead
the average consumer in its overall presentation.
Consumer payments and “civil recovery”
The Regulations amend the definition of a “transactional decision”
to expressly cover demands for payment from a consumer in full
or partial settlement of the consumer’s liabilities or purported
liabilities to the trader (see reg 2(1A) of the 2008 Regulations).
This means that misleading and aggressive practices in respect of
such demands would now clearly lead to both criminal sanctions
(under the 2008 Regulations)0 -

just to update the thread..
the registered keeper had received their 3rd letter from Zenith Collection (or as Castle said, the bottom says Debt Recovery Plus Ltd). the 3rd letter stated that they'd have to pay up by December 25th (haha)..
Registered keeper didn't respond to any letters at all.
And since the last letter in December, haven't heard anything since.
