Hold back on that BPA complaint - give it another 7-10 days as no response in that time will be more significant than just a wait of a day or so before complaining. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Hey everyone,
Just wanted to post the result of my appeal, and therefore thank everybody that helped constructively. Couldn't have done it without you!
I'd been waiting since 28th. October for a reply to my appeal, against the initial spurious PCN from October 17th.
Yesterday I received a letter from PCS, saying that after careful consideration of the case, they have cancelled the parking charge on this occasion, and noted in their records that they do not send any further letters about this charge.
All this was successfully achieved by sending them the blue template, then not even reaching a POPLA appeal, so no code being given. They surely saw that I was getting MSE help, got jitters, so cancelled the charge. The wording on the original letter, as pointed out by CouponMad did not match POFA 2012, case closed.
Matador's sword delivered to the cortex with minimum fuss.
Thank you all for your input and help, another small victory against these unscrupulous money grabbers.0
