Why does there have to be an answer?
Just because the government wants financial inclusion, doesn't mean that it also wants to open the door to "travelling people" to money launder on behalf of criminals or terrorists.
Why should I have to jump through 6 hoops to open an account if a "traveller" doesn't have to? It would make my hoops pointless bureaucracy and be a social injustice in its own right.
A system designed to counter criminality / terrorism is only as strong as its weakest link.0 -
There is an account which he could open but it would require an accomodation address and that account is an I.S.A.

I sofa surf on an almost permanent basis and have relied on the above provision quite often in the past. The only difficulty which I have encountered is getting the I.S.A. provider to believe that the provision exists !0 -
The reason I think that there must be an answer is twofold. 1, I have seen travelling people in banks accessing what I presume to be their accounts. 2, I don't really know the law on driving licences but it appears that a name and address is neccessary. If someone doesn't have a permanent address, as travelling people don,t, then some sort of alternate provision must be made or all these travellers are driving without a valid licence.baby_boomer wrote: »Why does there have to be an answer?

First, contact Shelter and CAB. If they can't help I think Sis ought to look after his money (in cash) to keep it safe. This guy sounds a little eccentric but, after all, he's lived in the same place for a year (albeit in a tent) and he has TWO jobs - sounds pretty good going to me.0

One simple way to convert cash is to buy M&S or other gift card/voucher(s), obviously these "savings" do not gain interest. I guess your average crook is well aware of this and many other ways to avoid the money laundering regulations.

When I did voluntary work at a London shelter for the homeless in 2004/5, I know that there was an initiative to enable the homeless to vote in the 2005 election by allowing registration at the centre - St. Botolph's Church crypt.
Once you are on the electoral register it can help - some banks & bss check your ID electronically, using the electoral register as one part of this check.0 -
How about a credit union? I don't know much about how they work so apologies if not viable.
