PTA Tombola question.

I have been involved with PTAs for a number of years, and have always been under the impression that there were regulations about 'equal stake for equal chance of winning' for tombolas at school fetes. Ie you cant sell one ticket for 25p but do a deal for 5 for £1, as the stakes would not be equal. (I have seen many stalls sell tickets on that basis but was told by someone in authority that it wasn't strictly legal to do so)

I now need to try and reference this rule, but cannot find it anywhere. Does anyone have an understanding of this and know where it originates from, so I can reference it please?

I have googled and got nowhere unfortunately.

Similarly, where schools think they can 'get around selling alcohol without a licence by selling a programme and giving a free complimentary glass of wine' I think that would be very shakey ground?

Hope someone can help.

    IANAL, but perhaps I can point you in the general directions?

    The Gambling Act 2005 governs all forms of gambling (betting, gaming, lottery, etc) in England & Wales, except the National Lottery and spread betting.

    The Licensing Act 2003 covers the licensing requirements for the sale or supply of alcohol within England & Wales
