VCS PCN - LBCCC Received, advice needed on reply

Hi all,
The driver received a PCN from Vehicle Control Services for overstaying after the expiry of time purchased. They followed all the advice within the newbies thread and have now reached the "Letter Before Claim" stage. The letter is from VCS, not BW Legal or any other third party.
In the newbies thread at this point it advises the following:
"Just write a letter - it can be sent by email to Gladstones or BW Legal or directly to whoever the PPC is, if they are not using a solicitor - and confirm your correct 'address for service' (especially if you've moved and they've traced you & might revert back to an old address).
Ask for evidence, photos, a copy of the signage terms, etc. You do not have to write in legalese but don't write a weak 'appeal' type reply, NOT: ''I can't afford it/there was no loss/ this is what happened/begging them to drop it...!''"
Both the driver and myself are confused by this as they already requested evidence etc (which was received) as part of the initial appeal response using the template in the newbies thread. If we are to simply request again that is fine, we just want to be clear.
Any advice on how to proceed at this point is much appreciated, any additional info required please let us know. Thank you in advance!
