Parking Service never read my PCN challenge

I got PCN issued from my local council for following suspension notice
Start Date : 01/10/2018
End Date : 05/10/2018
Start Time: 8.00
End Time: 18.00
Enforceable Hours: NO PARKING AT ANYTIME
I challenged it saying suspension notice mentioned no parking between 8.00 to 18.00 and I got the notice at 7.56.
The response from parking service was
"You have stated that you did not see the suspension sign when you parked the vehicle" which is wrong as I never stated that. It said "You now have two options:.... " etc
How can tell them you never looked at my message and I never got a fair chance at all!

I presume this isnt private parking but on street parking?
If so you MUST go to pepipoo -> council forum and post a new thread tehre AFTER YOU HAVE READ 10 OTHERS to understand what information you MUST provide to have any hope of winnign this.
