Confused as to how to proceed at this stage

Again Thank you to all who are very helpful here!

First of all Parking Eye sent us a letter called a "Parking Charge Notice" which as far as I know is incorrect? it should be called a Notice To Keeper! Secondly they sent a reminder PCN 9 days later. I believe that according to Contractual law with regards to "parking fines" or Notice To Keeper, the PPC is supposed to only send the reminder NTK 28 days after the date of the first NTK or PCN as they wrongly title it?!

Thirdly, and this is my favourite:
They have given us no Notice of Appeal rejection and therefore in the same instance no POPLA Verification Code. All we have received follwing these 2 "PCNs" is another letter dated 04/10/2018 demanding payment of £100 within 14 days to avoid further action and then today 22.10.2018:

a Letter Before County Court Claim dated 19.10.2018
again no number to call them or email to email them. tonight I went back onto the appeals portal which has recently changed it's look, as in the website has obviously been updated! Now there seems to be two telephone numbers and an email address info@parkingeye.co.uk that were never there before!

In any case I see in the forums that I must not contact them or am I confused? is that the debt collector I must never contact? Anyway as you can see they are clearly not adhering to their side of the contractual "Law" according to the BPA of which they are a member as you well know!

So my question to anyone that is well knowledgeable is what do I do at this stage of the process if I have never received a POPLA verification code, if indeed I should have received one? Many Thanks in advance, I appreciate your time, not like these PPC !!!!!!!s!

    there is no legislation on this yet, so the postal Parking Charge Notice IS the Notice To Keeper

    any LBC needs to be rebutted , in writing (or by email)

    if an appeal was made to the NTK (preferably on their website) within 28 days, they should have issued a popla code with any rejection within 35 days (see the BPA CoP)

    so complain to the BPA AOS by email about their failure to provide the popla code, with a brief timeline and copies and dates of all paperwork


    it is the debt collectors that you do not contact

    I know of nothing that dictates the a Parking Charge Notice must be called a Notice to Keeper.

    What ever it is called, the first 'notice' to the keeper is a Notice to Keeper.

    Again, where are you getting this 28 day time limit from?

    This is an entirely unregulated industry and they make up most of their own rules.


    At this stage in the process you must respond to their Letter Before County Court Claim.

    Stick rebutted into google. It's English.

    Most acronyms used here are fully explained in post #5 of the NEWBIES FAQ sticky thread - including AOS.
  • Yes already appealed via their portal which is reached via login customer.parkingeye.co.uk/customer/login.asp within 14 dasy of receiving the NTK
    never received a notice of rejection so as you suggested must I now complain to BPA (AOS - whatever that means?) and do I complain about Parking Eye or do I just complain to BPA this is unclear, please clarify? Thanks

    you complain to the BPA about PE not replying to your appeal, not issuing a popla code and now issuing an LBC

    What's not helpful about asking you to have a proper read of what is probably the most helpful, effective and comprehensive guide to getting-shot of these scammers out there..?

    Once you get your head round that, you will be in a much better position to be helped and to use that help most effectively.
