Does anyone know which agency is responsible for maintaining the motorway network?
More to the point, do they have a website advising of e.g. nighttime closures?
That would be useful. So, I expect it does not exist.

Highways England. (I don't know who deals with Scotland).

And for roadworks:

You can get a report of curent & future roadworks/closures/delays here although it's not always reliable and not that easy to read:

Highways England and not only do they have Trafficengland.com website they also have a mobile app as well.
As a truck driver on nights I've got a fair idea of what is usually closed especially around the Midlands and Northern England. Basically almost every motorway has one or more closures on it. Most nights you can guarantee the M1 is stuffed around Nottingham and various points from Leicester down to Luton especially from Northampton to J12., M6 is stuffed J2-4, J14, J16-19, M62 stuffed J10-12, M60 stuffed in various places around J12. M5 stuffed J4A-1, A1M stuffed around Peterborough to A14 and also Darlington area. Some nights they excel themselves and cut the country in half and also close the alternative routes. This is a system account and does not represent a real person.
