I'd do both but by email, one to VCS' DPO (as per their privacy page) setting out the SAR, which is nothing like ten things that you want.Which would be best for me to do, a formal letter with the request, or a data protection - Subject access request?
I hate that list of ten things(!) when clearly only about two are worth asking IMHO. All photos & all letters...end of story!
Then an email replying to the LBC saying that you want them to put the case on hold whilst a the SAR info is supplied, and tell them why they have no case (without saying who was driving) and why you are not liable - shockingly bad signage, etc...?
None of this will stop them suing you but the SAR gets all photos/all letters declared nice and early, to help you formulate your defence.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have filled in the template for the SAR
How is this for a response to LBC:
To whom it may concern,
I am receipt of your letter before claim dated 23.10.2018. Your letter contains insufficient detail of the claim and fails to provide copies of evidence you place reliance upon. As the keeper of the vehicle, I continue to deny liability.
I require you to comply with this by sending me the following documentation and information:
1. What the details of the claim are, where it is claimed that the vehicle was parked, for how long, how the monies being claimed arose and how it has been calculated.
2. A copy of the contract with the landowner under which they assert authority to bring the claim, as required by the IPC Code of Practice Section B, Clause 1.1.
3. A plan showing where any signs were displayed at the time of alleged contravention.
4. Details of the signs displayed (size of sign, size of font and the height in which they are displayed).
5. All images relating to this case
6. All correspondence sent to me
Until you have complied with the obligations and provided this information I am unable to properly respond to the alleged claim and to consider my position in relation to it. It is entirely premature (and a waste of costs and court time) for you to issue proceedings. Should you do so, I will send an immediate stay pursuant to Paragraph 15(b) of the Practice Direction and an order that this information is provided.
Further to this I have submitted a SAR and ask for you to put this case on hold whilst this information is supplied. I am not liable as the keeper of the vehicle, the location of my vehicle at the time of alleged contravention was not properly signed, and the signage at the location is insufficient to enter into any contractual agreement. There is no information regarding any contractual obligations from the landowner and does not specify which areas off the road are under said contract.
Basically, as an overview my vehicle was parked in a "side bay/unmarked land" off a private (unnamed road) it had no clear signage regarding having to display a permit (or where to even get one?)
Will this be appropriate? I am sorry for all the questions, I'm not great at writing (I struggle!) and want it to be as effective as it can be against these firms!
