LBC letter from Bw legal, Drop off only, I never parked.

I've just defended my own Claim from NCP only to have to help my husband with his.
He is private hire driver and drove into NCP car park to pick up elderly woman who was shopping in pedestrian area. It is ANPR monitored. He did not realise this and stopped to pick her up and depart in 11 minutes according to pictures and did not purchase a ticket from machine.
He has received multiple letters but never responded to any of them. He has now received a "Letter of Claim" from BW legal that states he must pay or respond by Nov. 18 or they are instructed to issue a Claim against him in the County Court.
I'm assuming this is a LBC letter so think he must respond now but can't find appropriate response for his case.
Anyone have a link to a previous letter that would work for this?
I've been looking all morning now and can't find anything that seems to work.
