From an outside nose, this looks like it's been done quite well (although obviously can't see electrics etc.) Double door opening out onto decking.
But i take your point about safety standards.
The area is a bit HMO land already so probably wouldn't make much odds on that respect.

Personally, if they do not effect me, decent, do not lack mental capacity, or them being held as a slave, or being overcharged, I see nothing wrong with people living in a garage etc providing it is their choice. Some people live in far worse conditions like tents, or cardboard boxes

I feel with all the legislation and petty rules we are pushing out the lower paid, but necessary workers. Unaffordable accommodation and expensive public transport, people just cant afford to live. One cleaner I knew whom worked 90 unsociable and patchy hours a week, and transport time is not included for those 5-ish jobs a day, amount to 17 or more hours of for work time every day of the week, on a zero hour contract.
