Good news everyone! My ticket I got has been cancelled! thank you all for your help and advice, it worked!
To Elaborate, They took no notice of my appeal email sent through their website (I don't think they even receive it.. more on that in a bit)
Their email contained a PDF letter, with some very poor grammar. In this letter they made reference to a parking operatives Photos and "pocket notes"... there was no parking operative, they've made this up to make them sound threatening.
There was no ticket on my vehicle it was sent in the post, you've got more chance of winning the lottery than NTC Norwich having a "Parking operative" in that area.
The key point to me is that NTC make no reference to my appeal email, instead they reference my letter. My Letter was the SAR I sent to them, It was fairly generic but it has had the desired result. You may remember my previous post where I made reference to them not having any privacy policy on their website and how I questioned whether they should legally have my data if that's the case.
My appeal was sent via their website and said I would not accept any email correspondence from them and all future communication with me had to be by letter to my address, They had to confirm they had received my appeal too in writing. This didn't happen despite their website claiming it had "arrived and would be looked into" I would urge others to send the appeal but immediately save the confirmation page. They do not get it, and you'll need it to grab them by the nuts with if they don't rescind your ticket.
I think the letter has, for want of a better term, "S*** them up". NTC are neither GDPR Compliant, they ARE however aware of the law of the land, and know full well they aren't operating within GDPR rules.
I am certain they would have been unable to supply what I asked in the time frame and are desperate to avoid it being escalated and an investigation into their data practices taking place.
2 final points now which I hope you can help me with. Can I write them a further letter asking them to remove all trace of me from their system? is it true we can write to the DVLA and under GDPR Law expressly forbid them to sell my details to a 3rd party, such as a parking company?

the "owner" (Who I did check out on linkedin) is apparently training to be a lawyer.. the only court he'll be any good in is a Kangaroo one!
Also, I have it on reasonably good Authority from someone who works in the same building as them that they ARE based there despite what their website says
They clearly love themselves on Twitter and they call out negative reviews on google too, another 1 star rating coming their way soon!0 -

You already have their written confirmation that a parking operative took photos and 'made notes', so they must produce these, otherwise they will confirm (by omission) that their statement was a patent untruth. You are determined to have the ICO impose maximum sanction against them, so they'd best give you all the information you require!
They're quick enough to threaten nasty outcomes to motorists, so hit back, and don't forget that you have more of the law supporting you now than ever they did.Please note, we are not a legal advice forum. You're entitled to copies of all notes made and photos taken by said operative of your vehicle under GDPR/DPA - so send them a SAR requiring them to give you that information - if they fail/refuse, whack off a complaint to the ICO. Make it clear in your SAR that you will take this step (which has the potential to close their business down) if they fail to deal with this.

If you've already sent them a SAR, remind them of all the information you require (add the PO's notes to the requirements if that wasn't covered in the original SAR) and give them seven calendar days by which to reply with every bit of info they hold on you and which you require and to which you are entitled, otherwise you will raise a complaint with the ICO.
Tell them that if they can't comply with the requirements of the DPA/GDPR they should not be allowed to have access to personal data from the DVLA, and you will ask the ICO to instruct the DVLA to remove their access.
