? Parking fine on hospital grounds deserved?

Hi all! I have read the sticky and I am so sorry to make a new thread but tried searching and couldnt find a similar case to this:
I am a midwife at my local hospital. There is a massive hoo-ha going on re. our permits and lots of us (including me) have had tickets issued when our permits were on display and I have had a couple cancelled at the instruction of the trust following me supplying my evidence they were wrongly given, but when I discovered in around May time that they were no longer given access to DVLA database, I stopped doing this. Since then, I have received another one given wrongly (around June time) and another which perhaps was deserved and that is the one that I have today received a NTK.

Two questions:
1 - The one that I have the NTK for was given when I didnt have my permit on display. As I said, I am a midwife, and I literally raced into work as one of my women was in advanced labour so I needed to get there asap, and in the rush I forgot to put the permit on the dashboard. She ended up giving birth 4 mins after I got there! As it was technically deserved, I would have paid it immediately if I had realised UKPC got the DVLA access back, but I didnt so just ignored it and the NTK was a huge surprise this morning! Should I send the NTK appeal template on the newbies sticky thread as although I think it is very sad that they consider it moral to punish NHS workers for parking at work, I am in the wrong? Do I have a leg to stand on to appeal the NTK?

2 - Will the UKPC send me a second NTK for the charge received in June during the period when they didnt have access to the DVLA? It would probably be a lot of backlog so do you think they will be playing catch up, or just write all of those off? I'm assuming it isnt too hard for a computer system to notice it was the same vehicle and send me another NTK?

    Permit schemes are supposed to deter rogue parking and protect people who are permitted to park. UKPC are unregulated cowboy scammers, and you are a hard working medical professional who not only had a right to be there, but actually needed to be there.
    So, I do not agree that technically the driver was at fault.

    If a white list was used, this wouldn't have happened, but the scammers wouldn't make any money that way.

    You should be demanding that a white list system should be introduced in parallel with the permit scheme. You should also be kicking up a stink with your employers and your MP. Your Union Rep should be all over this scam.

    Get your union involved. Kick up stink with the hospital management. Get your press asking questions. Form a local site-specific Facebook account (or whatever they call it). Invite patients/visitors to pile in too - because I expect they will be even more harassed than the medical staff.

    Cause as much grief as possible to get UKPC kicked off site. Have you read the NHS Guidelines for parking management at hospital sites?
