I'm so sorry if this has been asked before but I've read through the newbies tread and I'm confused.
A PCN has been issued via windscreen by NCP at a railway station car park.
No ticket machine is avaliable, the phone number does not work early mornings, the website does not give options to pay for 1 day only and the app is temperamental it's serviced by Dash. By the time it was remembered to try again it was too late.
It costs £5.60 to park for one day and the penalty issued is £100 or £60 if paid within 14 days. Which seems excessive.
Is it worth paying it or should it still be appealed. The newbies thread is confusing because parts say to wait to appeal, difference rules for railway etc so just need someone to put it into simple terms. Many thanks for any help given.

There are different rules if you parked on railway property. Explained in the FAQ
No-one here will advise you to pay!
So appeal in line with the advice in the FAQ, #1 there covers initial appeals0 -
send the blue text template appealing as KEEPER (not driver) on day 26 from the incident
OR
wit for the postal NTK to arrive on the keepers doormat , then use the blue text template appeal as KEEPER ( not as driver )
so no blabbing about who was driving, not to anyone
as its a penalty notice if its a railway station, it times out after 6 months0
