Pcn parking fine

Hello
Please can I have some advice regarding a Pcn parking fine, which I recived in February 2018.
My case is that I had no access to parking outside my house. Next to my house had been a building site for the past year converting a building to around 20 apartments,
Only one two people had moved in at the time as for sale signs in all other windows and always empty car spaces and tradesmen still at finishing off.
I left my car in a space for 2-3 hours and recived a 100 pound fine and 60 at the reduced rate within 14 days .
I was out of the country on holiday for just more then the 14 days and requested I pay it but at the reduced rate in which

Just in conversation I mention my fine to someone and they told me not to pay it I spoke with several other people who all said the same thing I searched online and also saw people saying not to pay a pcn fine.
I didn’t pay and started to recive higher fines and letters also from a solicitor I was told to expect this and ignored this.
But now I’ve recived a letter from

For £323 pounds
I just wanted some advice as to what to do .

Pity you relied on completely out of date advice.

You need to start by reading the Newbies Sticky carefully - This will inform you properly on the current situation with private parking and lay-out what you need to do now.0 -
its not a "fine" and never was , so dont use the 4 letter F word around here or in court either
as you now have an MCOL (county court claim) from the governmment centre in Northampton (the CCBC) - you need to
post the DATE OF ISSUE below
post the full details from the POC box below too
then start to read the NEWBIES FAQ sticky thread, post #2 , third thread down on this forum
start by doing the OAS which is explained in that post
then start to draft your DEFENCE to this court claim0 -
What is the Date of Issue on your Claim Form?
Please can you post the exact contents of the Particulars of Claim box on your Claim Form.0 -
And if your username is your real name, then you need to get that sorted ASAP - PPCs do trawl this forum to try and identify people.0

and the FULL poc details from the POC box, type the whole thing out0 -

add a dead URL on here by changing http to hxxp in your reply
although KeithP wants full details, he doesnt want the ref, or name and address, or VRM details, or claim ref ( ie:- he doesnt want what you are redacting) - none of us do
so you post all the info minus those identifiers0 -
remove that link above first
redact the password near the bottom right (the MCOL login password) on the form
host the new pic instead and add the dead URL again
