THREE PCN’s from PCM for not clearly displaying permit!
GreenOaks
Hi all.
I’m new to the site and this is my first post so please be kind!
I have a residential parking space that was allocated to me by London and Quadrant. I have a permit. I entered into a lease with them and I pay for my space weekly/monthly. I have done so for almost 2 years now and recently they introduced the use of PCM to apparently control the use of the spare “visitor spaces” that were in use with this strange token things.
Anyway, I had my car parked there for months without a problem. (Permit was displayed on the dashboard)
I bought a new car and stuck the permit in the exact same place as it had been in my old car. It wasn’t stuck to the windshield like other residents as the sticky bit tore off on the back but was placed in the cubby on top of the dash.
I received THREE separate parking fines in the space of 4 or 5 days. I don’t use my car everyday so I didn’t notice them building up. Anyway, I appealed via the IAS. All rejected as expected. I’ve now received only TWO letters from TRACE the debt collectors agencies and one Notice to Keeper. All a bit odd to me.
What do I do? I have contacted my housing manager and explained it is the responsibility of L&Q to settle this matter as they are the ones I have the agreement with. I never agreed to any contract with PCM nor did I want it! I find it very ridiculous that I’m being fined almost £350 for parking in a space that I rent.......
Sorry for the lengthy post. Any help will be appreciated! Layman’s terms please

Please read post four of the Newbies Sticky.
Then the rest of the thread, which will inform you properly about private parking and lay out what you need to do next.
Then draft a strong complaint to your letting agent about why they let these jokers predate on your space and try to have them get it cancelled and ensure they never cast eyes over your vehicle again.0 -
Thank you for your reply pogofish. I’m still a little unsure of the exact steps to take next as it’s all a bit overwhelming for me (anxiety is in overdrive) and I’m trying to process the information provided.
I’ll read through the thread again tomorrow and try and break it down so it makes sense to my particular case. I’m getting the sense I messed up by doing the ISA appeal, providing them with my details and especially since I admitted to being the driver! Idiot.
Thanks again0 -
You're in no man's land at the moment waiting to see what the next real move from PCM might be. Debt collector letters are totally ignorable, just keep the copies on file.
You might get some Gladstones letters telling you to pay DRP - these are sent by DRP and are too ignorable. Everything about debt beggars is dealt with in the NEWBIES FAQ sticky, post #4 as highlighted by pogofish above.
If you get a Gladstones letter headed 'Letter Before Claim' or a real county court claim, come back on this thread for further advice.
Sorry, but you're going to have to get used to the terminology sharpish if you're to deal successfully with this.Layman’s terms pleasePlease note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

The exact steps to take after an IAS rejection are fully explained in Post three of the Sticky.
Your only options now are to take it-up with London and Quadrant - which TBH is best done early-on, before any appeal to the PPC or to sit on your hands for the next six years in case the PPC (not the debt collector!) tries to take you to court - use the time wisely and learn-up on the sticky so you are ready to strongly rebut any LBC and to prepare a defence - but remember that with IAS companies, progression to court is by no means a given!0 -

The good news is that generally courts don't like these claims. It should be clear to the ppc that you are the permit holder for your space regardless of whether it is displayed or not.
That means they have little justification for taking you court.0
