traffic delay caused by concrete in sewer

We have had a couple of major traffic delays in my town in the last two years caused by surplus concrete on a large building project being pumped down a main sewer where it then set hard and a whole section of pipe had to be removed and replaced with tankers parked in the main road to pump out the sewage round the clock meanwhile. The disruption was horrendous. My friend says it is not uncommon and I looked it up and he is right.

In both cases these were major building sites run by household names in the building trade. And it was not an error, it seems to have been caused by failure to check where concrete was being poured in both cases. Work also had to stop on the site for weeks while they cleared it up.

It got me me thinking, how could it happen, don't they control how the concrete is disposed of? what do they do with the surplus concrete if it is the quick setting stuff and they have too much?, whose responsibility is it to make sure it is not pumped down a sewer or other utility pipe? and who pays for the clean up? not to mention the lost business to local shops in the roads concerned while clean up is in progress?. In the most recent blockage, there was very little room to reroute traffic and 20 minute journeys routinely took 60 minutes plus.

    Just dump it on the ground the rain will wash it away...

    They always say dont buy the last house on a building site, thats where all the rubbish was buried. 2" of topsoil and everything below that will be rubbish.

    Think of the lost business? Think of all the extra sales for the local fuel station as you sit listening to the radio with the engine running.
    If your car works out its service schedule on journey types also then that could drastically lower the service interval so more money for garages.
