CPM PCN outside my flat

I have been given a PCN from CPM.

This is strange as my car has been in the same place for 3 weeks and I have parked here many times before as have other residents and there are no signs saying No Parking.
Anyway I have emailed our estate manager to see what they can do about this however based on experiences with other issues they maybe useless so....
I’m going to start preparing my response after reading through the other threads.
Do I send a response straight away or wait 13 or 27 days to respond?
Is it worth trying to get it to POPLA?

    Who are 'CPM'? Can we have their full name please?

    Post #1 of the NEWBIES FAQ sticky thread gives guidance on when waiting before sending an appeal is appropriate and how long to wait.

    On both of your earlier threads you learnt all about why it is not a good idea to disclose the driver's identity.
    But you appear to have done exactly that in your opening post here.
    Perhaps your opening post need editing.

    I went on the UKCPM website to appeal but the appeal process requires you to tell them your name and address. As I received my PCN on my car shall I just wait and see what they say to my estate manager?
    I tried sending the appeal form without filling out the address or name part but it wouldn’t let me.

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

    Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court Hospital car parks and residential complex tickets have been especially mentioned.

    The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the House of Commons recently
