Parked on hatched area in hospital

Hey everyone. Just wondering what the drivers chances are of either appealing the charge or just ignoring the to be letters through the door.
So at Royal Berkshire hospital the other day with an injury to their hand, the driver of the vehicle's only option was to park in a yellow hatched area of the car park as no spaces were available at all and there were already at least 20 others driving around the car park continuously trying to find a non existent space and the barrier was still issuing tickets and letting people into the car park. Over 4 hours in a&e and the driver returned to their car to notice a parking charge notice had been stuck to the drivers side window. This notice is from Total Parking Solutions. The reason of issue is "the vehicle was incorrectly positioned to the inconvenience of other users."
Now, yes the driver was on a yellow hatched area, however wasn't at all an inconvenience to anybody. The vehicle was not on any pedestrian walkways and there was quite easily 2 car widths for people to drive past. As there was nobody held up, no damage to the vehicle and no traffic queues in any of the time the vehicle was parked there this statement does hold true.
The ticket does not say what zone the vehicle was in nor is there a signature from attendant "9***2." I have had a quick read of the newbie thread but didn't seem to come across a case like this. Also the colour of the car is incorrect on the issued ticket.
The driver shall take any advice given. Many thanks.
Also replying may take a while as the driver is typing this with the opposite hand as the other is now in a cast :rotfl:

1 Complain to PALS.
2 Re-read the NEWBIES thread then send the template appeal you will find there. Send it exactly as it is from the keeper around day 26, just like the NEWBIES tells you to do.
Your case is no different to anyone else's, and the template covers it exactly.
3 Complain to your MP and the MP where the hospital is located if different about this unregulated scam using the information from post 1 of the NEWBIES.
4 Read post 3 of the NEWBIES so you know what to do if/when your appeal is rejected.
The incorrect car colour may have been done deliberately in the hope that the driver will ring u and give away their identityI married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0
