PCN advice please

Good evening everyone. While on holiday at the end of August I had two parking tickets placed on my car. I made an Informal Appeal pointing out that the place I was parked was on a piece of hard standing and not on a public road. There is double yellow lines next to the area of hard standing on the road, but no part of my car was on the road way.
The appeal was rejected. I appealed again as I have some paperwork from the Planning Committee stating that the area of hard standing I was parked on is a designated parking area for the businesses of that road. Now I did make another Informal Appeal as I didn't realise that I had to wait for a Notice To Owner to be issued (Do'h!) . My first appeal was September 1st, but I received no reply until September 18th. My second appeal was the same day, no reply received until October 4th.
First of all it took them 17 days to reply to my first appeal, and 19 days to the next one. To date, I have not received the NTO.
I presume that there is a time limit for response? Also as mentioned I have paperwork from the Planning Committee saying that it is a parking area. Whee do I stand please!?

Is this regarding the council tickets mentioned in your other thread?

Use a PC or laptop
You need to register there first before you can post.

Thank you. I don't have a PC or laptop I'm afraid. I did register with my Hotmail address and it accepted it. But it still keeps telling me that I don't have permission so I've given up lol.
As for the PCNs, the land I was parked on is private so they have made a mistake. The tickets are cancelled.Do not give in to Private Parking firms. Fight them all the way!0 -

It was the hotmail address - we did tell you not to use one for pepipoo forum. It lets you register but not post.As for the PCNs, the land I was parked on is private so they have made a mistake. The tickets are cancelled.
Be aware not to park the other side of DYL anywhere else though, because it is an offence and not 'private land' in most cases:

Thank you for the reply. The lass who I rent the unit off rents the whole yard (there's a number of storage units there) has paid a number of tickets for parking there. However the Council is refunding the fines.
The land is private and according to the local Planning Committee it is a designated parking area.
The issue was caused by a nearby car garage that was parking cars diagonaly so the front of the car was on the parking area and the rear was over the yellow lines onto the road. They get a ticket (which they did many times) that's fair enough, their own stupid fault. But when you're parked in this designated area on private land, that's not on!
Oh and the boundry would be between the outer wall of the yard, and the edge of the road way wouldn't it? So as long as no part of your vehicle is touching the road way. It's okay.
